The department was housed in a temporary short-term facility, i.e., a free double-wide trailer. It was minimally ADA compliant, with a questionable electrical system and had no room for expansion and inadequate space for files, evidence, or even normal patrol and investigative functions. Poor conditions placed employee safety at issue and when an officer put his foot through a spongy soft rotting floorboard in the restroom, the city agreed that something must be done.
