Agencies need to be better prepared for Weapons of Mass Destruction (WMD) threats. CBRN / HazMat are used offensively as terrorist weapons so first responders now have Personal Protective Equipment (PPE). Threats come in many forms, so proper training, funding and equipment is necessary for these kinds of attacks.
