The back allies of Long Beach’s north end were once dangerous. Street gangs have operated openly in these neighborhoods since the 1950s. Yet five hours of a recent tour of those same streets in an unmarked cruiser told a different story. Not one gang member was found, while everywhere fresh blotches of gray paint covered the graffiti they customarily use to claim ownership to these same streets.
