I am setting up a detectives car and using the galls headlamp flasher it will only flash the passenger side headlamp.

Its a Galls flasher!! Thats the problem.

Last time I threw a Galls flasher into a 96 CVPI, it would only flash one light and/or disable the headlights altogether. It finally went in the trash.

Which Galls flasher are you referring to?

Ya, thats what I am starting to think.  I have had the same problem and switched the wires to the headlamp around and it worked about 50% of the time.  We switched to the multi flashers and have not had a problem since but for some reason the uppers ordered the basic tick tock flasher for this one.
