Motorola Solutions’ Connected Patrol Vehicle functions like a true mobile police station. The siren and computer applications can be activated via voice commands. Officers can receive vital information through the use of P25 and 4G LTE network connectivity. The video system can record, stream and receive video from external cameras (such as street cameras). The bulk of the car’s computer hardware is stashed in the trunk (to save space). Multiple cameras (up to eight) can constantly scan footage of everything surrounding the vehicle (and inside the vehicle).
The eight cameras capture essential information. Four video cameras stream footage back to a police station in real time, allowing multiple views of situations and as many as four Automatic License Plate Recognition (ALPR) cameras recognize up to 8,000 license plates per shift at highway speeds, rain or shine.
In order to handle that sort of bandwidth, the vehicle is fully integrated with Motorola Solutions’ Public Safety LTE networks, which gives police departments and law enforcement agencies access to high-speed 4G communications. Motorola Solutions offers a companion handheld device, the LEX 700, which provides rich data when and where needed, with the security and control of a data network.
LAW and ORDER spent some time at the Motorola Solutions campus and on the streets around the Chicago suburb in a fully upfitted Ford Police Interceptor Sedan. Here is what we saw and used.
MW810 Mobile Workstation
The mobile office, from issuing citations to report writing to video surveillance in many forms, requires more than fast wireless broadband and the latest software. It requires a connected, powerful, rugged and ergonomic workstation designed for the challenges of the workday and the rigors of the environment. The Motorola solution is the MW810 Mobile Workstation.
The MW810 Mobile Workstation has the flexible, all-day office ergonomics of a three-piece design for multiple configurations of CPU, keyboard and monitor. Removable, the backlit keyboard allows officers to type comfortably, without twisting toward the computer mount. There is no need for separate mouse with built-in trackpad. The glove-friendly touchscreen has user-friendly controls and programmable buttons.
For wireless connectivity, the MW810 Mobile Workstation has native support for carrier LTE (Band 13) and is ready to support Public Safety LTE (Band 14). This includes multiple carrier support for 3G and 2G wireless data connectivity and top-notch Wi-Fi support, including 802.11n with 3x3 MIMO technology and ability to act as access point or mobile hotspot for client Wi-Fi devices. GPS, aGPS and Dead Reckoning GPS are options.
The MW810 Mobile Workstation is ruggedized beyond MIL-STD-810G and IP54 standards. It withstands heat, cold, moisture, dust, vibration and more. The heated hard drives have 3D shock mounts, while solid-state drives (SSD) are available. A variety of expansion boards are available including Automatic License Plate Recognition (ALPR). The CPU installs in either the passenger cabin or trunk, and has the ability to connect two displays and keyboards, for use in command vehicles.
VML700 LTE Vehicle Modem
Motorola Solutions’ newest LTE modem supports commercial carrier LTE (Band 13), in addition to Public Safety LTE (Band 14). It can act as a mobile Wi-Fi hot spot and is ideal for public safety agencies wanting broadband in their vehicles. The modem enables new media-rich applications like ultra-fast database look-ups, photos, mapping or streaming video. It also allows public safety to connect Wi-Fi devices in the vicinity of a vehicle and backhaul them over the LTE network.
Installed in the vehicle, it allows public safety personnel to take advantage of Public Safety LTE’s combination of high-speed data, prioritization capabilities, security and control. The VML700 LTE Vehicle Modem can also connect to EVDO and Wi-Fi networks, giving public safety agencies a wide range of additional backhaul options, as well as roaming ability on a nationwide data network.
The VML700 LTE Vehicle Modem can be used as an 802.11b/g/n access point. This allows a public safety vehicle to arrive on scene, become a hot spot, and connect multiple Wi-Fi devices to a Public Safety LTE backhaul network. Built-in GPS enhances personnel safety with vehicle tracking and location-based solutions. Designed for daily use inside a public safety vehicle, the VML700 LTE Vehicle Modem is IP54 sealed. It is a solid-state device built to withstand heat, cold, rain, humidity, dust and vibration.
The VML700 LTE Vehicle Modem has recently been upgraded and can now connect to Verizon 4G LTE networks, giving responders the benefit of a nationwide carrier LTE network. Its Wi-Fi capabilities have been upgraded to support 802.11n, letting devices around the vehicle leverage its carrier or private LTE backhaul connection with greater efficiency.
Mobile Broadband: Public Safety LTE

Motorola Solutions’ public safety-grade LTE solution is fully compatible with industry standards and interoperable with commercial operator LTE systems for nationwide roaming. Agencies can deploy an LTE solution for immediate access to high-bandwidth data and video information, and then later add applications and services designed for public safety for a higher grade of service.
When off the Motorola Public Safety LTE network, officers can still have interoperability and secure roaming onto carrier 3G and 4G networks. Agencies can also directly access a secure provisioning and management terminal to add, delete and change user accounts in real time on both the Public Safety LTE network and the carrier networks, whether to support day-to-day operations, planned events, or an emergency response.
Agencies can link LTE and two-way radio users together with secure, voice push-to-talk (PTT), and dynamically prioritize users and data serving the most critical incidents, de-prioritize non-essential traffic and when necessary, pre-empt. The real-time wireless video streaming adapts to the changing signal quality inherent with wireless broadband.
APX 7500 Multi-Band Mobile Radio
The APX™ 7500 multi-band radio with the APX OI9 Integrated Control Head delivers instant PTT communications into the hands of mission-critical first responders. Motorola’s fourth-generation P25 mobile radio is capable of multi-band interoperability and can operate in any two of the following frequency bands: 700/800 MHz VHF, UHF Range 1, and UHF Range 2. It provides backward and forward compatibility (FDMA and TDMA) and integrated GPS for outdoor location tracking.
The APX 7500 offers a complete control head portfolio with five options, giving users the flexibility to choose the control head that best meets their operational needs. Designed with mission critical technology, the radio amplifies public safety officials’ mobile enforcement abilities.
The O9 Control Head with programmable controls replaces several communication and warning functions into a single button press—for safer and more efficient operation. The integrated design reduces the amount of equipment required in the vehicle, providing officers with more cabin space and easier access to all controls. As demoed in the connected patrol vehicle, it allows for eyes-off operation of the radio, lights, siren and gun locks.
LEX 700 Mission Critical Handheld
The LEX 700 handheld, connected to Public Safety LTE broadband, brings officers rich data when and where they need it, with the security and control of your own data network. It has a rugged construction and an interface designed for public safety. Knowing that the device is backed by Motorola Solutions’ sophisticated device management and security infrastructure gives IT the confidence to trust staff in the field with confidential data.
The ruggedized LEX 700 takes full advantage of media-intense applications with 4G speed; ensures responders are never out of touch with 3G and Wi-Fi; and uses Bluetooth and Mission Critical Wireless technology to create personal area networks. The LEX 700 allows a shared operational view of an incident with high-quality streaming video, up-to-the-minute location information, hardware-accelerated 3D graphics, an ultra-bright display visible in direct sunlight and advanced noise-canceling technology.
The LEX 700 can be used to remotely change volume and channels on an APX® 7000 radio.
The handheld can communicate with voice services over LTE, cellular and IP networks or a dedicated Push-to-Talk button. An improved response is possible with LTE-P25 gateway interoperability and the Quick Action button. The LEX 700 can be used to retain full control over user accounts and manage devices in the field, maintain user profiles, and receive real-time usage reports. The handheld has a dual-core 1 GHz processor and a long-lasting battery that lasts through an eight-hour shift.
MC75A Worldwide Enterprise Digital Assistant
The 3.5G MC75A, one of the world’s premium Enterprise Digital Assistant (EDA), offers more features and functionality, in a field-proven rugged form factor, than any other device in its class. There are two options—3.5G WWAN/WLAN and WLAN only. These enable departments to standardize on a single EDA to support officers inside and outside the four walls.
The MC75A EDA meets and exceeds applicable MIL-STD and IEC specifications for drop, tumble, and sealing and has the microprocessor power to give desktop-like performance. Enabled through Windows® Mobile 6.5 with advanced security, this is a flexible development platform and improved mobile messaging.
The 3.5G WWAN capability delivers high-broadband and voice/data performance virtually anywhere in the world, connecting to most worldwide carriers with download speeds of up to 3Mbps and integrated voice and data. WLAN and VoIP support provides cost-effective connectivity in offices and in hot spots with assisted and autonomous GPS support. This enables robust location-based applications, boosts signals in weak areas, and increases time to first fix (TTFF).
WPAN and IrDA helps connect wirelessly to modems, printers and headsets, as well as legacy business equipment. The high-definition VGA display supports high-resolution photographs, video and documents. Multiple keypad options include Numeric, QWERTY, DSD, QWERTZ, and AZERTY keyboards. The external WWAN antenna improves signal reception and makes connections more dependable. The robust memory space supports 256MB RAM and 1GB Flash.
PremierOne™ Mobile gives public safety personnel the ability to assess and prepare for a situation while en route to the scene. Information is accessible from multiple applications and platforms, increasing first-responder situational awareness and enhancing interoperability and information sharing. Users access information via a flexible screen configuration that provides quick, one-step navigation to key data and functions in the PremierOne Mobile application.
PremierOne Mobile transforms the work environment by providing a fully functional mobile office in each vehicle. Moving beyond standard mobile capabilities, full incident management functionality is available in the field. First responders have access to real-time information from computer-aided dispatch (CAD), records management systems (RMS) and other public safety and service applications including local, state and federal databases.
PremierOne Mobile enables geospatial technology and allows real-time alerts of situational changes such as location updates and suspect information. A “smart view” interface has customizable screens and input options with a touchscreen designed for a mobile computing environment. The intuitive user interface optimizes access to crucial functionality while reducing complexity. It reduces keystrokes and provides intelligent workflows that alert users, without interruption, to the availability of critical information.
Priority calls, “hot hit” responses, messages and alerts can be presented as information bubbles, audible signals, and visual warnings. “No hit” responses from federal, state and local database queries can be displayed as one consolidated reply—saving both time and bandwidth. Advanced mapping capabilities provide incident updates and messages with a touch of the screen. Multimedia (photos, video and other files) can be included in incident records and messages.
Motorola Solutions has recently integrated their PremierOne Mobile software with other vehicle systems to make information easier to access and share. The PremierOne Mobile – RTVI Integration: In the map view on PremierOne Mobile, there are icons representing cameras. Clicking an icon will pull up video over Real-Time Video Intelligence, so the officer can view cameras directly, without switching to different software.
The PremierOne Mobile – ALPR Integration: When Motorola’s ALPR software gets a hit, PremierOne Records Mobile software will do a full record search on the plate, so the officer has all the information as to why that plate is of interest.
The PremierOne Mobile – MVX1000 Integration: At the end of an incident, when the officer stops recording on their MVX1000 In-Car Digital Video System, the MVX1000 software retrieves incident data from PremierOne Mobile and records it in the video’s meta-data. This relieves the officer of having to type in incident data that was already available in the PremierOne system. It also ensures that all stored videos have the information necessary to categorize and access them later.
The PremierOne Mobile and Records Mobile solutions enable officers to perform all data retrieval and reporting capabilities in the field. The two solutions function as one, allowing officers to work from a single platform with a consistent user experience. The ability for first responders to share incident and query data eliminates the need for data re-entry, which reduces errors and saves keystrokes.
PremierOne Handheld – Access to the right information at the right time in the right place is vital to ensuring faster, safer outcomes. Once outside or away from their vehicles—and the communications centers they are connected to—responders are often cut off from critical data. The PremierOne Handheld makes it easy to take it with them on their Android-powered smartphone or tablet. The purpose-built application lets officers quickly and securely look up critical details about people, property and vehicles while on the move.
The cost of paper-based citations is higher than paper and time spent writing. Every year, agencies lose dollars from illegible handwriting or technical errors that cause tickets to be dismissed. Manual processes require officers to spend more time issuing tickets and generating paperwork.
Motorola’s mobile ticketing solution, eCitation, addresses these issues by automating the process. When officers carry a rugged handheld computer with eCitation software from a Motorola software partner, a ticket can be easily and accurately issued—often in under a minute. Citation information is then sent to headquarters—seamlessly and automatically, letting the officer get back to patrol.
An eCitation solution from Motorola can significantly reduce errors on citations, increase citation revenue, reduce citation payment cycle time, raise officer efficiency and productivity, eliminate labor costs of processing paper citations, allow officers to spend more time on patrol, and even improve officer job satisfaction.
Automatic License Plate Recognition
Automatic License Plate Recognition (ALPR) enhances officer safety and improves enforcement abilities. ALPR delivers the ability to read vehicle license plates and check them against an installed database for rapid identity verification. The license plate recognition system can be used to locate stolen or wanted vehicles and identify parking-ticket scofflaws.
An ALPR system from Motorola Solutions and 3M (formerly PIPS Technology) can automatically scan every license plate, within visual distance and check it against a database. When a vehicle of interest is passed, the system can alert the officer and record the time and GPS coordinates when the encounter happened.
The system can check several thousand plates in a single shift—far more than the 50-100 typically checked using manual processes. This greatly increases the odds that vehicles of interest will be spotted and found. If a car is connected to an unpaid ticket, known felons, a warrant or any other risk factors, it automatically alerts the officer. The ALPR provides 130 mph relative capture speed with 90 percent accuracy.
This rapidly deployable, scalable solution uses rugged infrared cameras that connect to leading-edge optical character recognition (OCR) technology software, allowing you to conduct surveillance under varied lighting and weather conditions. Captured information is immediately processed, and you are alerted only when a “hit” occurs.
The database formatting includes the ability to customize PAGIS screens and alarms based on system “hits.” It can also cross-reference perpetrator ID number (driver’s license, social security) with license plate database. The ALPR can also be used to conduct surveillance in any environmental setting, under varying light conditions.
MVX1000 In-Car DVR Video
The MVX1000 In-Car DVR Video system uses a solid-state hard drive to capture high-quality video, audio, and GPS location. Officers can then download data to a server (wirelessly, or over a wire). Video, audio, and data streams can be reviewed or exported as evidence. The MVX1000 can correlate video from multiple cars, or with additional software, integrate fixed-video feeds and audio logs to reconstruct an incident, minutes or months after it occurs.
The system has a 10-second rewind allowing the officer to instantly check what just happened, with one click. The interface can be to an in-car MDT (like the MW810 Mobile Workstation or to the dedicated 5-inch touchscreen display. The built-in 802.11n with 3x3 MIMO supports wireless transfer speeds up to six times faster than 802.11g assuming the appropriate network infrastructure.
The MVX1000 In-Car DVR Video is MIL-STD-810G tested and IP54-sealed, designed to deal with heat, cold, vibration, humidity, water spray, dust and other hazards. The compact, fanless, solid-state form factor allows installation virtually anywhere, trunk to passenger compartment, making best use of vehicle space.
ASTRO 25 Location
The ASTRO® 25 Outdoor Location Solution uses Global Positioning System (GPS) satellites to provide operators with the ability to locate and track outdoor personnel and vehicles. For vehicular Outdoor Location Solutions, Motorola Solutions provides a GPS device that mounts easily within the vehicle. This device receives GPS satellite data and relays the coordinates through a mobile radio.
Motorola also provides the option to track personnel using GPS built into their portable radio. Customers may use their existing CAD or AVL mapping applications or can choose their own mapping application.
Real-Time Video Intelligence
Real-Time Video Intelligence (RTVI) software delivers high-quality video to and from the patrol car and the command center—and between personnel in the field. In wireless environments, RTVI adjusts to available bandwidth, ensuring that real-time, live video gets through at the best possible quality.
With its user-friendly interface, RTVI allows cameras to be selected from a list, a map, or an e-mailed link, and accepts video from multiple camera and recorder vendors. Whether it’s a supervisor monitoring another officer’s pursuit from his patrol vehicle, or a SWAT team commander watching building security footage on her handheld, RTVI brings it to them, in real time.
RTVI adapts to real-world wireless mobile environments to ensure that high-quality video gets through even as bandwidth keeps changing. It also transcodes video to match device capabilities, so each officer gets a video stream best suited for its display, saving bandwidth and battery power.
RTVI also supports private third-party video sourcing arrangements so law enforcement can access cameras belonging to schools, malls, banks and other entities. It accepts video from many recording systems to help protect your video infrastructure investment. RTVI is compatible with MVX1000 In-Car DVR Video so live video can be streamed from any camera in the car.
Real-Time Video Intelligence has recently received upgraded software and can now be run on devices using the Google Android operating system, meaning that video from the car can be viewed on rugged, purpose-built devices or consumer smartphones.
As a result of these new and improved products offered to law enforcement agencies, officers are much better equipped to battle crime and criminals, better prepared than they were even two or three years ago.
